The vehicle owner has to write a letter to the concerned RTO about scrapping the car. The vehicle owner must submit an affidavit stating that the vehicle is not under a bank loan, insurance claims, or pending traffic challans or court cases. The affidavit should also say that the car was not involved in any thefts.
